Startle: v. to cause instant involuntary movement with something (frightening and/or alarming) and/or very unusual

Many of us have been startled by the very loud roar of lightning striking in close proximity or a fire alarm going off. A car unexpectedly entering the right side of the road trying to pass another car can also be at first startling but most of us soon take avoidance actions.

Usually very loud unexpected sounds can startle. Visually frightening sights may shock or in extreme cases cause terror but usually instant involuntary movements are not usually part of the reaction which is something startling demands.
