Optimize: v. to make as perfect and/or complete as possible

When something is perfect or complete you can say that it has been optimized.

Optimum efficiency for a machine is the only standard which can improve with a slightly different configuration and is usually not operating at maximum efficiency since increases in speed usually cause the efficiency to decrease.

An engine can be made more efficient and some humans are more efficient in doing things than other humans so there really isn’t an optimum efficiency at which they are functioning but only close to optimum efficiency.
