Explicit communication means that you are providing enough accurate detail to make something understandable with little room for doubt and confusion.
Yes, for some humans being explicit may still confuse or create doubt because presenting something explicitly depends on your subjective communications skills and to some extent is also dependent on the ignorance of the one being communicated with. You may feel that you have been explicit enough but you may still fail to communicate effectively with a bad listener. You can have a bad communicator or a bad listener or both.
