Decisiveness: n. making efficient and/or relatively accurate and speedy decisions

A decisive human makes decisions efficiently and/or relatively accurately and speedily compared to other less decisive humans. A decisive human decides without too much hesitation, doubt, uncertainty, and inability to commit to goal(s) achievement.

A decisive human does not always make impulsive speedy judgments which are not well thought through but tries to occasionally devote some time for a relatively brief analysis of a problem(s) and/or goal(s).

Whatever impulsiveness exists is based on successful prior experience with similar circumstances. Decisive humans are also usually very confident and competent ones with excellent histories of proven achievement in their field of expertise.
