Allow: v. to make possible for a subset(s) to exist with an action(s) and/or the absence of an action(s)
When you allow something to proceed then you are doing nothing to stop it in any way or you may even do something(s) which makes it possible for that something to proceed such as removing a barrier.
Implied is the fact that we are letting something to continue with our permission since we may have the power to stop something.
