Filibuster: v. to willfully and fraudulently steal legislative action(s) with seeming never ending speech which is considered legal in some special cases

A filibuster is used by the Senate occasionally to delay or end legislation which one minority considers so onerous or unacceptable that they are willing to literally talk it to death. There are rules which can overcome a filibuster but despite this a two thirds vote to end a filibuster, cloture, is not easy to do and a filibuster often succeeds in stopping legislation.
