Decentralization: n. dividing an organization and/or business into mostly relatively independently functioning efficient subsets
Decentralization is in human terms is delegating responsibility or authority to others who then behave relatively independently on their own making most if not all the day to day decisions which have to be made and bearing full responsibility for the decisions and results.
The government organization definitely needs decentralization with the Senate as an additional layer of duplicitous bureaucracy which hampers speedy necessary responses to local conditions. The powers granted to the states should be granted to the localities nationwide to efficiently decentralize the national government with its overall important rules and regulations which also need updating.
Innovation would thrive with such a decentralized structure yet there would be national order too and done more efficiently. A nation of 435 decentralized new states if you chose to think of it that way all custom fitting their government to the local communities.
The experimental entrepreneurial spirit would be reborn again with 435 action packed new political units doing their thing. The national diversity like biodiversity would once again thrive and not be unnaturally homogenized and made the same dull uniform dysfunctional thing all over the entire nation.
A structure truly representative of the people is possible more so than the current dysfunctional Senate-House political system unable to act responsibly for the benefit of the nation and almost always waring, fighting, or arguing with one another and unable to agree on far too many important matters.
Let 435 flowers bloom and not just 50!!!!!!

An enigma may seem inexplicable or puzzling but it is usually only because of incomplete knowledge which makes it not understandable. If something is an enigma because it doesn’t make sense logically then it is an absurdity and something which will never be understood or explained.

Something essential is usually something which you absolutely need for things to go smoothly or to function well. An essential part of a machine which is missing means that the machine can’t function properly if at all. Essential behaviors are not that obvious but things like showing up on time or fulfilling promises are essential things to do to avoid offending or annoying someone.

You can restore an antique, a classic car, artwork, and your health to its original look or condition. It is impossible to restore an object to its original form if you have lost some parts and don’t know how they were made and you can’t restore the life of a human once they are dead.
In most cases restoration requires considerable skill and it is frequently very expensive.
Frequently it is a mistake to try and polish a metallic antique to its original luster, especially coins, because they are considered less valuable by dealers who want the object to show its age by the original tarnish or oxidation on it. It is easier to authenticate or prove that the object is original if it shows the natural wear and tear of sitting for years exposed to weathering elements.
What is not so obvious is the need for wilderness restoration which can be sometimes done with the mere introduction of predators at the top of the food chain. The change in diversity and health of plant and animal life with predator reintroduction is dramatic proving that nature knows best how to manage wilderness areas which humans so often degrade with their intervention or management.
Rehabilitation rather than restoration is the proper word to use when humans get back their good health with proper diet and exercise or when they can function again at full capacity after a serious temporarily debilitating accident.
